About the Project

The Idaho APTS project is being performed in two phases. The first phase was completed in July 2007. The second phase is currently in progress.

Phase 1

The Idaho Transportation Department's Division of Public Transportation (ITD PT) has received a federal grant to deploy advanced public transportation systems (APTS) statewide. The state has a wide range of public transportation providers, serving urban and rural areas with fixed-route and paratransit operations. Provider fleet sizes range from dozens of vehicles to fewer than five. The challenge facing ITD PT is to identify a range of technologies that can be effectively procured, operated and maintained while serving diverse operations.

In order to determine the need and feasibility for APTS in Idaho, ITD PT performed an assessment that identified the needs of each provider, and categorized providers by size and needs. A "suite" of mature, practical APTS solutions has been determined for each category, and providers are able to select the systems within their suite that best address their needs. By grouping providers in categories and defining suitable solutions for each, ITD PT can create economies of scale through specifying and procuring software and hardware .

Phase 2

In Phase 2, ITD PT plans to procure, develop and deploy APTS for as many as twelve transit providers in the state. An Request for Information (RFI) was completed at the conclusion of Phase 1. In Phase 2, it will be distributed to potential vendors. The purpose of the RFI process is to gather information about the systems that are available and how well they meet the needs of the twelve unique providers.

After ITD PT reviews of the RFI with the help of the providers and Iteris, it will select technologies to procure. A request for Proposals (RFP) will be developed that identifies the requested technologies, the technical specifications and functional requirements.

Responses to the RFP will be reviewed by ITD PT and one or more vendors will be selected to deploy the needed APTS. The procurement and deployment process is expected to take place throughout the state and last up to 15 months.

Concurrent with these activities, ITeris, Inc. is developing transit tools for the providers. These include:

  • The design and development of automated telephone systems that improve customer service and reduce provider staff workload.
  • The design and development of a Google Transit interface that allows fixed-route service providers to easily enter and maintain data in the Google Transit trip planning tools.
  • The design and development of a web site interface that will allow transit providers to easily update schedules, fares and news and alerts on their web sites without having to write web code.
